NASC allegedly violates civil service rules on mandatory 3 months pre-retirement leave

The Management of the National Assembly under the chairmanship of the Senate President, Sen. Ahmed Lawan, has allegedly violated the Civil Service Commission Rules.

Documentary evidence obtained by Periscope International and sources within the system said the National Assembly Service Commission (NASC) has broken the laws they made regarding the procedure through which a public servant should exit from service.

According to the Civil Service Commission established Rules, a worker must undergo a three months’ mandatory pre-retirement leave, after which he/she then retires from office, having served for thirty-five years or attained sixty years by age, whichever comes first.

However, this is allegedly not the same with the current 9th National Assembly under Sen. Lawan and Speaker Femi Gbajabiamila.

The alleged gross violation of this guideline is brewing internal crisis within the National Assembly Service management as the top hiararchy is alleged to have grossly defied the provisions.

For instance, the Clerk of the National Assembly, Arc Olatunde Amos Ojo whose retirement is due in November is said to be currently on an international official assignment in Canada.

Before he travelled abroad, he handed over to the Deputy Clerk of the National Assembly, DCNA, Barr Bala Yebani, who too is supposed to be preparing for retirement.

Apart from Yebani, other top NASS management team officials who are supposed to proceed on terminal leave this year have not done the needful  concerting their pre-retirement leave in line with extant civil service rules.

They include Mr Michael Opara (June), Secretary,  Human Resources and Staff  Development,  Mr Abiodun Suraj (October), Secretary,  Research and Information, Hajiya Rhamatu Ahmed (November) and the Deputy Clerk (Legislative), House of Representatives, Alhaji Fatai Jimoh.

Efforts to get the views of the NASC management on these allegations proved abortive, as of the time of filing this report.
